Where is Grove by the Sea?

Grove by the Sea is a cottage neighborhood within Seagrove Beach, in South Walton. The entrance is on North Andalusia Avenue off the north side of 30A, east of County Road 395. North Andalusia and Cullman avenues form the neighborhood's connected street loops.

A 2025 Walton County planning agenda describes the subdivision as approximately 32.26 acres with 103 lots. Those details help distinguish this specific community from the wider Seagrove area. Confirm the recorded subdivision and association for any listing that appears in your search.

Seaside is west along 30A, making it a convenient additional stop on a showing day. Spend some of that visit inside Grove by the Sea, too. Compare a porch near the entrance with one farther into the loops, and try the route to the pool and beach from each house.

Cottage homes, trees and neighborhood pools

The neighborhood's character comes from detached cottage-style homes, mature vegetation and outdoor living areas. Covered and screened porches are a recurring feature, but layouts and updates vary. A smaller cottage and a larger home with an accessory space can offer very different ownership experiences.

Community amenities include two swimming pools and a tennis court with pickleball lines, according to a local vacation-rental operator that manages homes here. One pool is described as seasonally heated. Confirm current hours, guest privileges, court use and the heating schedule with the association before making a particular amenity part of your purchase decision.

When touring, look at the relationship between the house, nearby homes and shared spaces. Being close to a pool can be handy for a quick swim; another lot may offer a porch setting you prefer. Check where bicycles, beach chairs and personal belongings will stay, especially if guests will use the home while you are away.

Getting to the beach: Andalusia Access

The practical beach route follows North Andalusia Avenue toward 30A, crosses the highway, then continues south to Andalusia Neighborhood Beach Access #20. The official South Walton beach-access directory lists it at 52 S. Andalusia Street, Santa Rosa Beach, FL 32459.

Andalusia is a public walk-up access. Walton County's access facilities chart lists no parking, restrooms or ADA compatibility there. Local access information also identifies bicycle parking and a shower. Walk the route with your usual beach gear in mind, and check the crossing, steps and current signs yourself. A home farther into the neighborhood has a different beach walk from one near the entrance.

For a beach outing that calls for more facilities, Santa Clara Regional Beach Access #17 is another nearby option to the east. The official Santa Clara access page lists parking, ADA-accessible restrooms and boardwalk, and seasonal lifeguards at 3468 E. Scenic Highway 30A. Check conditions and availability before heading out.

If a property description advertises private or deeded beach rights, ask your title professional to verify those rights in the recorded documents. The public access route alone does not establish an exclusive beach area for the neighborhood.

HOA documents, parking and renovation plans

Harmony Management and Realty currently lists Grove by the Sea among the associations it serves. Request the current declaration and amendments, rules, budget, dues, reserve information, recent meeting minutes and any pending or approved assessments through the seller and association.

Parking deserves particular attention here. The HOA sought a subdivision-wide side-setback parking variance in 2025. The county agenda identifies the request; the accompanying application discusses rear-lot drainage easements and roadside swales. Before planning driveway changes or an addition, have the current approval, survey and applicable standards checked for your lot.

Try the usable parking with the vehicles you expect to bring. Ask how owner, visitor and rental parking are handled and whether a low-speed vehicle would use one of the available spaces. A rental listing that includes a cart does not tell you which roads, parking areas or paths it may legally use.

Can you use a Grove by the Sea home as a vacation rental?

Vacation rentals operate in Grove by the Sea, including Blue Pine Sea-clusion on Cullman Avenue. Before buying for rental use, obtain the current HOA leasing rules for the exact property. Confirm minimum stays, renter registration, guest amenity privileges, parking and occupancy restrictions in writing.

Walton County generally requires annual short-term vacation rental registration; exemptions may apply. Its rental FAQs explain applicable licensing and tax prerequisites. The approved occupancy and on-site parking must match the property's advertising. The county also requires a locally available responsible party who can reach the property within one hour when needed. Ask the county what a change of ownership requires rather than assuming the seller's registration carries over.

For a realistic purchase analysis, request actual rental statements, owner-use dates and operating expenses. Compare similar houses with similar beach walks, condition, bedroom layouts and parking. Budget for management, utilities, repairs, insurance, taxes and replacement furnishings, then see how the numbers change with fewer booked nights. An attractive gross-revenue projection needs that context.

What matters when comparing homes and prices?

Start with recent closed sales inside Grove by the Sea, then adjust for the differences you can inspect. Useful comparison points include:

  • Position in the neighborhood: the actual walk to Andalusia Access, the nearest pool and the home's porch outlook.
  • Floor plan: bedroom privacy, stairs, a main-floor bedroom if needed, laundry and owner storage.
  • Condition: roof and HVAC age, windows, porch screening, exterior woodwork and evidence of moisture or past repairs.
  • Site and parking: usable driveway space, drainage, survey restrictions and whether proposed improvements are feasible.
  • Ownership cost: property-specific HOA charges, insurance quotes, taxes and maintenance appropriate to your intended use.

Check flood information for the individual parcel through Walton County's flood-information service and the FEMA Map Service Center. Review the home's elevation and available records with your insurance adviser. A neighborhood-wide label is too broad for an insurance or improvement decision.

Other communities to put on your shortlist

The broader Seagrove Beach search lets you compare cottages, larger houses and condos with different beach routes and association arrangements. NatureWalk at Seagrove is another useful comparison for buyers interested in neighborhood amenities and trails. Seaside gives you a different village setting nearby.

Use the same questions at every stop: How will you get to the beach? What shared facilities can you use? Where will everyone park? What are the rental rules and annual carrying costs? The answers make it easier to decide how much Grove by the Sea's setting matters to you.
